Speaker: Kay Toran

As the President and CEO of Volunteers of America Oregon (VOA Oregon), Kay Toran provides the overall leadership and strategic direction for the organization. VOA Oregon is a broad-based human services organization providing programs designed to improve the lives of Oregon’s children, families, and seniors.

Kay joined the organization in July 1999 after serving six years as the Director of Oregon Department of Services to Children and Families – Oregon’s child protective services agency in the Department of Human Services.

Prior to her leadership role in child welfare Ms. Toran served in other key leadership roles in Oregon State Government. She was the Administrator of Oregon’s Purchasing Department; Assistant to the Governor and Director of Affirmative Action for the state of Oregon under Governor Victor Atiyeh; and Assistant Professor of Social Work at the Graduate School of Social Work, Portland State University.

Kay received her Bachelor’s degree from the University of Portland and Masters of Social Work degree from Portland State University. In May 2012, she received an Honorary Doctorate from the University of Portland.

She currently serves on the Board of Regents – University of Portland; Board of Directors – Albina Community Bank and Providence Health and Services Community Advisory Board.

Kay served on the Board of Directors, Oregon Community Foundation from 2008 – 2016 and the Oregon Education investment Board from 2011 – 2015. This board was charged with leading the transformation of the public education system in Oregon from early childhood through higher education.

Kay has been recognized by many organizations for her leadership and service including the following:

April 2006                          Nohad Toulan Urban Pioneer Award from Portland State University

May 1995                            Alumna of the Year – Portland State University

Kay also received Leadership awards from the March of Dimes of Oregon and the Oregon State Management Association, among others.

Ms. Toran is the mother of an adult son and daughter and the grandmother of two.
